The framework is aimed to unify the design of Google's various apps across iOS, Android and the Web.
We have been witnessing rumors over the last couple of months regarding Google's efforts of refreshing its designs over various platforms. Leaks of redesigned apps like Calendar and Gmail were already seen in April. Google has hinted in these leaks that it is working on unifying the overall design on platforms like Android, iOS and the web. Now, according to Android Police, Google is preparing to launch a new design guideline called Quantum Paper.
Through Quantum Paper, Google aims to unify the design of its apps on the above mentioned platforms. Recently, Geek.com put up some leaked screenshots which show some changes done in the navigation bars and icons. These changes resemble the symbols that were shown at the Google I/O 2013. It is expected that Google might release the Quantum Paper framework with the release of the next Android version which will start with the letter "L" (hopefully, at the next I/O).

The framework is expected to be made available to the third-party developers as well. If the framework is successful in implementation, it might become easier for users who might have to switch between iOS, Android and the Web. It will become a lot user-friendly to users who are really tech-savvy.
Quantum Paper could be similar to Polymer which was introduced by Google at last year's I/O. If it is, the framework will provide developers with information about the customization of lines of toolbars, icons and animations. In order to get a consistent experience between apps, Google might also made the framework as mandatory guidelines.

According to information available to us, it represents Google's effort to both create (with Google apps) and encourage consistent, beautiful design that delights across all platforms. Quantum Paper is a hugely ambitious project, looking to unify and codify paradigms for visual, motion, and interaction design across all platforms, including web, Android, and iOS.
